I agree the sheep are not the enemy they do need a wake up.
As far as empathy for enemies. You even need empathy for enemies not to show mercy but to understand them and by understanding, destroy them.
To quote a well-read novel certainly on military reading lists:

I think it's impossible to really understand somebody, what they want, what they believe, and not love them the way they love themselves. And then, in that very moment when I love them...
