We watched an interesting documentary recently titled: “ Close Encounters of the Fifth Kind: Contact has Begun”
One point that was brought up related to how the government wants us to believe that the UFOs are coming to attack us. Which, based on the documentary is totally not true.
But, FEAR is a means of control!
They aren't coming to attack - we already surrendered under Eisenhower. Now the earth leaders who've sold us out are trying everything in their power to stop us from figuring that out.
Crap. And all sci-fi is crap for the following reason: It takes so much energy to travel a light year that, if you could do it in any reasonable amount of time, you're already literally powerful enough and smart enough to modify anything you want in your own neighborhood, and some speck crawling with primitives in the middle of outer-ass-nowhere is about as interesting as hearing about a new species of beetle in the Amazon jungle. Conquer Earth? What for? Underneath a thin veneer of mold, it's indistinguishable from a billion other close-orbit iron-core rock planets. There's no such thing as resource scarcity to a warp-capable civilization, meaning nothing here that they'd desperately need. Water? They could drag off a gas giant's ice moon in probably any star system and get a hundred times as much as sucking our ocean's dry.

Assuming this happened - the 'why' for us to enter into the treaty (ie surrender) would have been for superior technology against the Ruskies. As for why the aliens are here - my guess is they've always been around and we just reached a technological stage where began taking down their UFO's. Don't laugh about our primitive weaponry vs theirs. I'll send you down to the Amazon with a rifle and I bet the natives with their blow guns will still take you out - they've got the numbers. That's probably what it's like for aliens coming here (if they do, not sure). What they want here, well the possibilities are endless. If I had to make my best guess, it's not 'resources' because as you said, in a warp capable civilization there really shouldn't be any major resource constraints - anything you want is 6 seconds away. My best guess would be it's more spiritual. They also likely had an adam and eve, and are completely fascinated that we had them also. They had Jesus visit, so did we. What happened on earth when he visited? Probably really fascinating stuff for them.

What does this planet have that no other does? Why, why they can make their own anatomically-correct West World-style machines to satisfy their every need?
