Not that I’ve ever heard of. The Potomac river use to run all the way up into DC though. Right near the Lincoln memorial and all. It’s how goods got there by boat back in the early days. The inspection houses that were at the docks are actually still there today, just surrounded by grass now instead of water.
I saw an article on here earlier about someone wanting to open those channels back up into dc; or something along those lines. Let me see if I can find it again.
Could it be explosive tests? This is the only thing that could be related to it that I could find:

Pax River and Quantico run these tests pretty regularly. You hear explosions in the southern Maryland area all the time.
does that ever lead to flooding like we see in DC?

Very interesting! Thanks for explaining that. And why not use the existing infrastructure :)
