My own impression is that Q made enough drops to create a whole "book," which has many passages that could apply to more than one situation or purpose or recipient. It is the master source referred to (apparently) by "insiders" (we surmise) such as Pompeo in tweets that seem a little off somehow, like a mirrored chessboard. The tweets are a one-time pad type of code.
