Yes, I looked into that before I posted and the Defcon levels are based on the threat of Nuclear Weapons. As horrific and unforgettable as 9/11 was & with Americans still living with the daily effects of the aftermath, there wasn't the threat of Nuclear weapons.
The Defcon alert status may be raised to Defcon 3 after a precision strike is carried out by an an enemy, or after a precision strike is carried out by the United States military or any event that warrants a cautious state of military readiness alert level by U.S forces.
