Much easier. Scientists get paid by sponsors of their research projects and get promoted by getting more funding/projects/sponsors. Sponsors only sponsor research in which they have vested interest in, and desire a particular outcome.
The scientists that succeed produce the results their sponsors desire.
It’s easier and cheaper. You get to pick your scientist from the get go, based on their ideas and public stance, and it’s an unwritten rule that your findings better match your hypothesis otherwise the funding dries up. No one wants to pay for a scientist with a track record of failed hypotheses and ‘unsuccessful’ experiments.
....and a whole lot CHEAPER too!
