NO, because he had given the people fair warning of what was to come while he was building it. They only laughed; until they realized what he had been telling them about the flood was true. Noah carried out God's wishes as he had been told.
The ark was built on over 100 years..I believe 120. There was plenty of time for repentance. The evil was very great and the interbreeding with fallen angels corrupted the natural order of things. Noah's family line..i.e. generations was not corrupted by interbreeding.
Our Father is not about wanton killing of innocent people. Did you know the word "pitch" the ark was pitched..means atonement?! There is so much "living word" we have yet to understand.
It is really difficult to reconcile the harshness of the old testament (at times) to the love and compassion in the New. But He is the same God, so when I come up against that I always know there is a lot of context i am not understanding, and sometimes I need to put those scriptures aside for awhile.
Unfortunately most churches don't teach the old testament. Except for isolated scriptures-when the old testament actually proves the new.
