One more thing to add, I think #1 is most likely. The statement, "... it's sheer lunacy to delay millions of vaccinations and feed fears among the vat-resistant", makes it sound like Trump wants everyone to get vaccinated, which I highly doubt. He knows the vaccine only has an EUA and that not everyone can get it because of their health conditions.
