They are probably just setting up the narrative, so when one of their MK Ultra-ed subjects goes on a shooting spree, they can say "see, told ya so". The Hegelian Dialectic... problem, reaction, solution. Media creates the narrative - problem, MK Ultra shooting - reaction, government takes more control (guns, freedom, etc) - solution
