Earth is (for now) a prison planet that is separated into easy-to-manage plantations, which are further subdivided.. Like how the U.S. is divided into states, states (except LA) are split into counties, counties are split into townships.. These plantations are not always physical with easily recognizable boundaries - sometimes, often times, they use mental and emotional manipulation to control the physical body.. It's relatively inexpensive to leverage a community leader, alderman, pastor, teachers, union bosses, etc. into controlling their people.. Birds of a feather, as they say.
