I think there is a lot of head-faking going on at all times - and we plebs are left to guess most of the time. Head-faking has a similar effect to blackmail inflation (see cultstate.com). Information loses its value and rats start to turn on each other when they think there has been a leak (whether or not it was actually leaked).
