Every jurisdiction (sometimes state, sometimes county) does its own contract with printing companies worldwide to get its ballots printed according to their specifications. So no way is there a nationwide ballot watermark, but it is not impossible that the Maricopa County ballots were watermarked.
Printers "sign" things they print with dot matrix "watermarks"
Someone else was saying that the paper used for ballots must be provided by the US Printing Office by law. That would mean national watermarks are definitely possible.
That “someone else” won’t be able to point to that law because it doesn’t exist.
