this is not even needed....every print run has distinct features that come from the press it self and from formulation of the ink in the press analysis can determine whether a ballot printed up came from the same printing press and even narrower from the same print run. we dont need watermarks or anything fancy. this same analysis can be used in every state. this analysis is not specific to ballots but is analysis that can be done on anything printed.
