"Tank with wheels" = not a tank. Really hard to tell from the picture, I've seen clearer pictures of Bigfoot. I can say it's not a Stryker or Fox. It might be something like a Bearcat.

It looks like it has a trailer or a big panel attached to the back. The size and shape look an awful lot like a Firefinder counter-battery radar.

Bearcat is a type of SWAT vehicle for non military or LE peeps. So after straining my eyes a lot, I think you’re spot on with it possibly being a Bearcat. Great post!
