However, and this is the soul-crushing detail, Durham needs Department of Justice approval before going ahead with indictments.

This is not true, according to an article from the Epoch Times that I read two months ago. Durham is a special prosecutor who can make arrests without approval by any other department. "Durham needs DOJ approval" was a misunderstanding of the law.
