That didn't answer my question and is frankly, cult-like. It's also poor risk mitigation and extremely poor planning.

What if the military has no intention if helping, because they've been taken over? These are questions that deserve answers, not to be shut down and threatened with "get in line". You're free to reply with something that isn't "someone else has got this".

11.3 is just a teaser of all the things required. I tried looking through the Law of War Manual but it's heavy stuff. Will probably take a few times.

They've got a lot riding on this. Just enjoy the movie.
