Only because the Canadian idiot PM made a deal with a Chinese pharmaceutical company to acquire the vaccine. After they got what they wanted from Canada (virus samples and other such materials) they bailed.

They only reasons it's even 3% is because that same idiot PM decided to divert vaccine supplies destined to the developed world to Canada. He is super progressive (if the vaccine was actually good, he would have been essentially stealing from the poor).
