It doesn't take UV to see a watermark. The government does use micro fibers that glow under UV light - I am thinking that might be what they are looking for.
The short interview in this article may be illuminating.

According to a former Arizona Secretary of State and auditor they are looking for watermarks that are not supposed to be there. Arizona assures them the ballots "do not" have watermarks. More of a just in case. Ehh... who really knows until they release all the information.
I too am wondering why they stopped using the boxes.
So from what I understand they used the UV light for the mail in ballots. My guess is that the mail ins would be the fake ones. I don’t know if this is 100% accurate info but it’s from the audit telegram chat.
Maybe they already scanned all of the ballots with UV? It looked like they could go through them pretty fast.
My guess is they can identify fraudulent ballots without that procedure. The UV inspection seemed like it was delaying the whole inspection process.
