At the very least, taxpayers only. As in, people who pay taxes and don’t get a return of more than what they paid in.
How will churches be scrubbed clean? There is still something called human nature. Unless you are speaking about high level corruption?
That could be good as well. Probably more fair than landowners. If that got passed see how quickly they would pass something where no one got a refund greater than their amount paid in to make sure people got to vote.
Then the country could still win. Especially if you made it optional. Pay taxes and get to vote, get money and give up your right to vote. I think it would pay for itself, really.
