Make their account information, region, ip addresses and everything else public before arresting these assholes.

Tor was designed for anonymity, meaning that locations and IP addresses are not readily available.

Payment accounts would be a better route, but payments are likely made via crypto. However, I believe the good guys have likely found effective solutions to bypass the anonymity.
