Question regarding if Gav Newsom is replaced

If Newsom is replaced by a Patriot governor, would so called governor be able to change voting laws in California or does it have to go thru legislation or various branches of government in California.

I know Brian Kemp (Georgia not a Patriot-governor) changed voting laws but didn’t if he just signed this existence.

I don't think any were made legally by the legislature. He just became a God and demanded his subjects obey.
