I think that as long as at least 60% of the populace is reasonably awake (which I believe is already the case now) and the elections are secured (hopefully soon), the asleep (even they make up as much as 40% of the population) don't matter.

If we can have fraud-free elections, an awake 60% can continually drag an asleep 40% kicking and screaming into a better future through the electoral process.
