Sad to say....but this has been happening for at least three years and math is not the only subject. I was substitute teaching at a Paridise Valley Elementary School in Scottsdale, Arizona and while at lunch, a third grade teacher said that she was told to not allow her students to check out books from the school library that were designated over fourth grade reading level (AR 3.9 max)..even if they were advanced readers! WTF!!!!!!!!
