If you are talking with someone in the car, that person will stop talking if there is an emergency (you need to swerve, etc).
When you are talking to someone not in the car, they keep talking as if nothing is happening. It confuses your brain for a split second, just at the critical moment while you are trying to take evasive action.
It is that split second that might might save (or take) your life -- or someone else's.
If you watch the video, the dude is obviously focused on the road, only glancing at the phone a couple times, and I don't think he even spoke. I don't see the problem.

You’re really okay with a video call while driving?
If the video screen can be viewed by the driver it’s too much of distraction and not safe for driving imho.
If the driver is fully focused on driving and the hands free is also face free, than I could agree with you.
