I would assume the good guys have hackers also. This theory may be plausible. My first reaction was why go through that trouble? If the good guys have the info., then just run with it, but of our overarching goal is to permanently resolve election fraud, then entrapping the perps to either come clean, or entrap themselves into committing prosecutable crimes would be a sensible strategy.
