NSA runs the shadow government.. they control all 3 letter agencies.. For gods sake they tapped EU and German PM Angela merskels phone for 10 years without her even knowing.. On wikipedia it specifically states that they run a shadow government too.. Congress didn't even know they were created for like 10 years..
