Targets: all major dams with nuclear reactors?

How can anyone buy this nonsense about a "rogue" rocket that they cant control and cant destroy? My guess is that all these "rocket pieces" are simply cover for Rods of Gods (Space Force tots) incoming to take out some DS hot spots like the 3 Gorges Dam.
