Nancy and co. new the crowd wasn't there to be aggressive (the tourists.) Having a narrative of an "aggressive" Trump supporter trying to get to some where she shouldn't and getting shot, even as an accident, in a location where the psuedo angry mob couldn't rush the shooter was the perfect kill switch to shut everything down. The narrative needed some one to die and all the tourists got out of the way so the poor young girl could be rushed out to the ambulance. Obvious set up.
