speculation. recall, current publicly portrayed state of military. All inclusive, sensitive, LGBTQ friendly. Suggests a state of weakness, conformity, suggests no taste for real violence. Speculation based upon previous. Deception? Sun Tzu's art of war? Recall rough phrase "make yourself appear weak where you are strong, and strong where you are weak." Relevant? Unknown.
