Incorrect.

This manual is the legal internal guidelines for all military/belligerent [civilian-based] that the US military has essentially ratified.

This is for any sovereign nation globally. For example, if ALLY NATION 1 is invaded by ENEMY NATION 2, this manual is used to coordinate between DOD and ALLY NATION 1 before any direct actions forces are deployed to assist ALLY NATION 1 to remove or in the manual's terminology "reprisal of belligerent occupying force".
