The auditor has much more limited authority than law enforcement and must follow strict procedures and document everything done so that any evidence gained can be used in subsequent legal proceedings. It may take longer to go through the courts and enforce subpoenas but they will get there. The wrongdoers would clearly love to goad them into doing something rash, but it appears they are prepared for such provocation.
