Just arrest them on suspicion of tampering and sort it all out that way.

Believe me, when they feel the cold steel of handcuffs, being put in the back of a squad car, they will start singing.

Nothing is more convincing that you are in deep shit then a ride to the pokey courtesy of law enforcement.
