speculation. Trump is a lightning rod. All eyes look to him when he does something, hoping he will lead the way? Unknown. Misdirection to throw off the enemy? Lean one way, while the move is made elsewhere? Slight of hand?

I think you are correct. Sometimes Trump comes out for/against someone/something in order to provoke a reaction from the other side or even from our side. Lightning rod is right. If you've ever been part of the delegate process, the goal is always to get your slate of electors elected, and sometimes you have a lightning rod delegate or slate of delegates to draw votes from someone else.
