Higher Expectations for Racine County is the group (run by Bill Clintons WI campaign manager) that is funding the Vaccine Champions program and paying people $15 an hour to go to peoples houses and "talk to them" about Vaccines (In other words, they are making lists of dissenters).

Higher Expectations for Racine County was given effective control of $1 billion just last year, when Joe Biden visited Racine to endorse a rigged referendum to give that amount of money to the Racine County School District, and the school district is effectively controlled by Higher Expectations.
