Machines themselves? If anything, Windows CE, Linux, Unix, etc.

The servers look to be Windows from the recovery images.

I think it's more Windows something since those OS are less secure. Linux is usually hard to hack I believe.

I believe these election machines were built and programmed to be easily hacked.
