I just realized this photo was taken at the University of Pittsburgh. Here's where the photo is from:

I'm implying that OPs photo is a fake. There is no indication that I can find that Hussein has had an implant. He simply went to the University of Pittsburgh to speak at a conference and met a handicapped gentleman that had an implant to use a robotic arm.
