I read a couple of posts today that suggested a lot of people were still wearing their masks as a sort of way to "go along with the group." Someone compared it to wearing Beats headphones around the neck, or rolling up a pant leg. If this is true, we can probably break this conditioning by making those people feel ridiculous. Namely, by pointing and laughing at people who are wearing a mask in public.
I'm not saying this is the safest idea. You'll probably start some shit. Maybe choose your targets wisely. There are definitely people too weak to stand their ground, and they will probably feel pretty embarrassed and start to feel that dissonance about their decision making.

I already do it. I can't help it. It's addictive and mad funny. I drive for a living so I have to wear a powerboats headphone and I'm so glad the stupid is taken off me onto these idiots. The dummy standing at the bus stop. The moron driving by himself or my favorite, the genius I saw getting out of the pool fully strapped up in his slave rag.
