I do not know if there is a state law in NY that is similar to Ohio's. What happened at this particular restaurant is that the owner refused to comply and even after several bullying attempts by Dewine's "enforcement" arm, she kept fighting. I was told by one of the employees that the lawsuit eventually was dropped by Dewine's side because this would have set precedent for other area restaurants.
