Particularly when they said X "was within 7 minutes of an abortion clinic", the statement about a research facility right across the street might have some weight, but just being within 7 minutes seems sort of a stretch....
Thinking of this with a NYC lens... the United Nations, and Trump Tower are close together. And so is the Port Authority Bus Terminal, Times Square, the Chrysler Building, Citadel (hedge fund)...

Thinking with an urban sprawl lens, people routinely make 10-20 mile trips, so it sounds very cozy if everyone is within 13 miles. That could have been quite a different feeling in 1913.

You can have two people that look close together on a map in New York City. Doesn't mean they ever cross paths. Probably not, in fact.
Though you always hear about crazy meetings in French coffee houses.... Paris.
