A couple points here. First off, it’s important to do things by the book, even if the other side isn’t following the rules. Otherwise it gives them a plausible grievance and taints the new system going forward. Secondly, the new system shouldn’t be ‘trusted’. It should be transparent and thoroughly scrutinized. The second a new system is in place people will start to undermine it. We need a culture of excellence and integrity to hold it in place.
