To repeatedly say "NOTHING CAN STOP WHAT IS COMING" with such certainty would be foolish in the middle of a battle. If things weren't already settled, it would be foolhardy. But, if the outcome was already known by the Generals, and they were slowly letting the populace become aware of the situation that had occurred... then they could say that with certainty.
