They were probably much worse but were outed to hide the more devious behavior involving children. It could be that people like Spacey have value or blackmail in them or maybe they out them and see how well it works out before bringing them back.

Spacey managed to save his image with the normies because everyone knew he was gay anyways and sadly, most normies have learned to have no compassion for male victims unless they are like toddlers. Most normies simply don't care about what Spacey did and that's the problem that let's him return.
