I guess, I assume this is abnormal? I literally don't have a clue why they would speak. What would they talk about?
We communicate with enemies and allies all the time. Even during the height of the Cold War they made a direct phone line connection between the White House and The Kremlin. Even at the brink of nuclear war we communicate.
