They're following the rules of the British territorial government (our de facto government) constitution. There are three Constitutions.
Those designated as "U.S. Citizens" are considered "employees" of the federal (contract) government. And, as such, are not a party to the Constitution.
U.S. Citizens are foreign to the de facto contract government and its own corporate constitution.
U.S. Citizens and federal employees are subject to the by-laws of the services corporation --- *The United States of America (Inc.) --- masquerading as our "Real government" since 1860.
Case law precedent exists where it was stated that "U.S. Citizens"are not a party to "the constitution", albeit, it's not openly discussed in order for the illusion to persist.
Those in apparent control just haven't told us yet.
You've got to DECLARE and RECORD your true political status as an "American State National/Citizen" to become a party to the original Constitution and no longer be subject to the corporate by-laws (codes, acts, statutes, ordinances, decrees, mandates, taxes etc.) that a "federal employee" is subject to.
