I think it was to get us used to the idea of him being the 'boss', and letting us know that he is fair, and has a consistent personality.

I wondered why he did that. I liked the early seasons of the Apprentice. I never. EVER watched Celebrity Apprentice. I was much more interested in normal people than rich assholes.
