I watched the unscripted interview of Stark by Nick Moseder podcast the day the folded ballot issue was revealed. I got the distinct impression that Stark was being straight forward. That he (and Hursti) stopped to answer the questions posed and did so without any indications of deflecting or hiding was quite surprising and refreshing.
So I tend to see his resigning as indication that something is amiss.
Recall that Stark is the creator of the Risk Limiting Audit and went on record to say that what Georgia was claiming to be an RLA was anything but. So I tend to think he is a white hat in this.
