Just means every single house gets one) there was massive amounts of thrown in dumpsters because having to stop at every single address greatly increases the length of your work day. Most carriers get paid based on route evaluation, meaning if the route is evaluated at 8 and you work 9 you get paid for 8, but if you work 7 then you still get paid for 8. So there is incentive for the carrier to just dumpster that shit on the first one they pass by.
