A lot of the chem-trailing helps to pull it off. The particles in the atmosphere act like a canvas for the hologram tech. They were showing it off in Seattle not too long ago, think of this on a massive scale:

We absolutely have this tech, very likely even more realistic than this showcase. They've been slowly rolling it out to the public with increasing frequency as of late:
