Yeah it sucks that it's such a fine line. I believe JFK talked about it once that there's a tension between freedom of the press and quelling propaganda.
On the other hand, though, look at Mockingbird, the "modernized" Smith-Mundt Act, all the CIA assets directly involved in the media. Videos of dozens of news anchors all reading the exact same script word for word, "this is a threat to our democracy" etc. Not so much a fine line as yet another aspect of the fact that the country has been infiltrated at all levels, and they're not even trying to hide that at this point, or tone down the constant propaganda.
