Yes. Admin have access to everything, global mods can have access to everything dependsing on the access given. Besides there are ways to side-step conventional access by admins if they want to (but the logs will show this). Otherwise, How do you think they deal with software issues and backups?
The only thing that prevent admins to keep their hands off or viewing "private" stuff are:
ethics (respect for privacy and the rule established by the company).
fear of losing their jobs
the existence of logs that shows who accessed what, when and what did they do: view, write, delete, modify.
